“ONE CONTACT” WILL ACCELERATE THE EXPORT-IMPORT TRANSITIONS

Dushanbe, December 5. (NIAT “Khovar”, Lyudmila Dubinina). – A press-conference devoted to “The one contact conception and issues of entrance of Tajikistan into the World Trade Organizations” was held on December 2 in Dushanbe. Legal Advisor of the project of trade liberalization and customs reformation (RTLC) Ruslan Ilalov, Deputy Head of the non-tariff regulation and export control department of the customs committee under the Government of the Republic of Tajikistan Rizo Sadikov, GTZ programme coordinator on the administrative barriers in trade Nozigul Khushvakhtova and organizer of the event – chairman of the national association of medium and small business Matluba Uljabaeva answered the questions of journalists.     

Tajikistan from 2001 has been carrying out preparatory works for the entrance of Tajikistan into the World Trade Organization (WTO). In accordance with the decree of the Government of the Republic of Tajikistan dated September 07, 2001, the appropriate inter-agency commission was established. One of the main aims of the WTO is the support of unhindered international trade without abuses and negative consequences at the same time. In many cases it means the elimination of barriers which hinder the trade. In this view in the republic the respective power bodies involved into export-trade procedures perform active work of the optimization procedures, restriction of number of required documents for customs clearance.

According to R. Sadikov, the center on “one contact” principle by means of introduction and usage of electronic processing systems and information exchange among involved state bodies and objects of external economic activity will simplify customs procedures, restrict the period of the customs clearance. The programme of introduction of “one contact” principal on export-import transit operations was worked out and approved by the Government of the Republic of Tajikistan in May 2010. At present the customs service under the Government of the Republic of Tajikistan have started consideration of the final phase of introduction of the universal automatic information system of customs services.   

“To exclude the corruption and taking into consideration the process of creation of the universal automatic information system of customs services and personnel potential it is suggested to arrange the one contact center. It will be created in the form of a state unitary enterprise under the customs service under the Government of the Republic of Tajikistan. The main aim of establishment of one contact center is to provide efficient and timely exchange of required information among the participants of the external economic activity and state management bodies.

The process of establishment and introduction of one contact center consists of three phases. The third final phase includes the integration of the one contact center and the universal automatic information system of customs services and setting up the interaction with the similar information systems including analogue regional systems, full transference into electronic documentation turnover, monitoring of the one contact center functioning and introduction of the reception  system of electronic payments. The full introduction of the one contact system is planned to be finished by 2015. The programme implementation will allow providing transparency of the administrative measures and increasing the efficiency of customs procedures,” R. Sadikov commented.
