EXPLANATION OF THE DEPARTMENT OF ENERGETICS AND OJSHC «BARKI TOJIK»

            Dushanbe, January, 27th. (Olga Saprykina, NIAT "Khovar"). — As you know, according to instructions of the Central Asian heads of state summits held on October, 10th, 2008, in Bishkek, and then on October, 18th, 2008, in Astana City, the high-ranking delegations of five Central Asian countries signed an official document on rational use of water and power resources between Turkmenistan and our country. According to this document, during the autumn and winter period, i.e. from November, 1st through April, 30th, we should receive monthly not less than 200 million kilowatt-hours,1 billion 200 million kilowatt-hours of the electric power as a whole being transmitted through territory of the Republic of Uzbekistan. However, since December, 27th, the Republic of Uzbekistan, contrary to the mentioned document, is not allowing the transiting of the said electric power through its territory.            Besides it, citing the rise of world prices for one cubic metre of gas, the Republic of Uzbekistan has set the gas price at the level of 240 dollars for consumers in our country, which is 100 dollars more against previously established price. This year it was the first time for several last decades that the Nurek Hydro Power Station Reservoir lacks about eight and a half metres of the required level, which is equivalent to a loss of one billion kilowatt-hours of electric power. Therefore, starting from December, 27th, we had to pass on economic mode of consumption of water resources.            In this connection, Ministry of Energy and Open Joint-Stock Holding Company "Barki Tojik" draw your attention to the fact that for the objective of economical use of water and power resources, since this day, electric power will be provided in the following order: 3,5 million kilowatt-hours a day for Sughd and Khatlon regions, 2 million kilowatt-hours a day for regions of republican subordination, while in the capital of the country, Dushanbe, electricity will be supplied for 15 hours in a day.          To provide population with electricity in the above mentioned mode, according to the instructions of the President of the Republic of Tajikistan Emomali Rahmon since January, 1st of this year the daily electricity supply for aluminium factory of "TALCO" company is already lowered on 6,5 million kilowatt-hours that makes 30 percent of daily needs of this enterprise. We appeal to the worthy people of the country to understand correctly developed situation because this measure is temporary, and we undertake all measures to eliminate these problems.           Our people should remember that we succeeded to overcome not only such difficulties in the past, therefore today based upon mutual understanding and using economically existing recourses, we can eliminate all these problems. If the Republic of Uzbekistan authorizes the electric power transit from Turkmenistan through its territory, the mode of power supply to the population will be reconsidered.
