MEETING OF TAJIKISTAN’S GOVERNMENT

             Dushanbe, April 28. (NIAT "Khovar"). — On April 27, President Emomali Rahmon, who is also the Chairman of the country's Government, presided over a regular meeting of Tajikistan's Government where more than 60 questions were discussed.             At the beginning, some cadre issues were reviewed. Then the preparation of economic branches and social sphere of the country for the autumnal-and-winter season of 2009-2010 was discussed.             President Emomali Rahmon charged executives of ministries and agencies, organizations and institutions with concrete tasks related to preparing heat-and-power plants, boiler-houses and electricity, natural gas, heat and hot water supply networks for winter season, accelerating the construction of low capacity hydropower stations, increasing the stock of coal, liquefied gas and fuel oil, as well as the effective use of all arable lands and existing opportunities for raising the output of agricultural production.              At the meeting, the Program of restoring high pressure pipes at pumping stations of the Land Reclamation and Water Resources Ministry for the period of 2010-2015 was endorsed. Its successful implementation will make it possible to ensure the watering of 360 thousand hectares of arable lands.              As well, the Regulations concerning the order and terms of the postponement of tax-paying obligations were approved.The participants of the meeting listened to the report of the Education Minister Abdulabbor Rahmonov on the implementation of the Republic of Tajikistan's Law ‘On Education'. The Minister noted with satisfaction that of late the funding of the educational system has increased significantly, which has resulted in the reduction of the shortage of teachers from 8,881 to 2,969 over the past two years.                Head of state Emomali Rahmon gave concrete instructions related to improving the quality of training and upbringing process and carrying out the reform of the branch as a whole.                 At the meeting, it was decided to endorse and submit for the consideration of Majlisi Namoyandagon (the Lower House of Tajikistan's Parliament) drafts of several legislative acts on introducing amendments and additions into some laws currently in force, including the laws ‘On Operational Search Activity', ‘On the State Budget of the Republic of Tajikistan for the Year of 2009', ‘On Culture' and ‘On Joint-stock Companies'.                Along with this, the conclusions of the Government regarding the draft Constitutional Law ‘On Introducing Amendments and Additions into the Constitutional Law of the Republic of Tajikistan ‘On the Constitutional Court of the Republic of Tajikistan' and laws ‘On Mutual Insurance' and ‘On the Maintenance of Apartment Hoses and Companies of Dwelling Owners' were approved.                At the meeting, the Program of implementing the Conception of the State Cadre Policy of the Republic of Tajikistan for the period of 2009-2016, the Program of Legal Instructing and Upbringing of the Citizens of the Republic of Tajikistan for the period of 2009-2019, the State Program of the Development of Education in the Republic of Tajikistan for the period of 2010-2015, the Program of Developing the Jewelry Manufacturing and the Processing of Precious and Semi-precious Stones for the period of 2009-2015 and the Rules of the Formation and Use of the State Seeds Stock were approved.                 During the discussion of the Program of Developing the Jewelry Manufacturing and the Processing of Precious and Semi-precious Stones for the period of 2009-2015, it was noted that its implementation would result in the establishment of ten new enterprises of that branch. At present, there are only 5 enterprises of the kind operating in the country.                  It was decided to name the Islamic Institute of Tajikistan after the Great Imam Nu'man bin Thabit, while the State Languages Institute of Tajikistan and the Kulyab State University were named after Sotim Ulighzoda and Abu Abdullah Rudaki, respectively. The Academy of Pedagogic Sciences at the Ministry of Education was renamed to the Academy of Education.
